One is sleeved and will work reliably for longer extensions needed for truck campers 10 1/2' and longer; the other is not sleeved and will bend if towing something like a family runabout/sport boat or motorcycle trailer with 350 lbs.

The scratches on the bottom of the safety chain plate are from my grandson dragging it from the backyard storage shed to the driveway for me for pictures.
