Summary:
Under the direction of the Board of Directors, the General Manager is responsible for the day-to-day operation and management required to make the Hualapai Tribal Utility Authority (HTUA) successful.
This includes general administration, policy development, planning, budgeting and all aspects of utility operations.
Essential Duties and Responsibilities
Ensures a safe work environment for employees and customers promoting safety first and continued safety training as needed.
Execute contracts, documents, purchase power agreements and other instruments on behalf of HTUA to the extent expressly authorized by the HTUA Board.
Responsible for management of all personnel according to Hualapai personnel standards.
Develop short and long plans that promote financial stability, low electricity rates and high reliability.
Propose, implement and maintain policies and procedures for HTUA as approved by the Board of Directors.
Manage the development of load forecast.
Manage the development of customer rates.
Interface with legal, accounting, bonding, insurance agents, financial institutions and others on behalf of HTUA.
Manages Hualapai generation assets and the Power supply Procurement Process.
Prepares reports and provides written and verbal presentations to the HTUA Board and Hualapai Council.
Works with Chairman of HTUA Board in preparation of monthly Board meetings.
Represent HTUA at industry meetings and conferences as required.
Develop effective working relationships with local and state regulator including development of cooperative relationships with adjacent utilities and WAPA.
Perform all other duties consistent with the General Manager position.
Qualifications:
Bachelor’s degree in electrical engineering from an accredited institute.
Registration as a Arizona Professional Engineer is preferred.
10 plus years of engineering and operations experience with an electric utility with generation, transmission and distribution assets.
5 years at a supervisory or manager level
Strong background in utilizing industry computer programs and Microsoft Outlook, PowerPoint Excel and Word.
Proven ability to manage the power procurement process.
Valid Arizona Vehicle Operator’s License.
Extensive knowledge of National Electric Safety Codes, OSHA regulations, and other codes and regulations governing power transmission, generation and distribution.
Proven ability to effectively communicate and present ideas and concepts orally and in writing and make presentations in a public forum, Board meetings and Council meetings
Proven Ability to establish effective working relationships and use good judgment, initiative and resourcefulness when dealing with employees, vendors, manufacturers, contractors, other public utility professionals, administrators, regulators and the public.
Other Requirements:
Must be able to pass a drug test and background check.
Must adhere to the Tribe’s Drug-Free Policy and agree to maintain a Drug-Free workplace.
Sitting, standing, occasional lifting.
Good hearing and vision are required.
